INFRACTIONS
Guard force

Infractions upon the laws set by the Caretaker are a serious offense. When a Sleeper breaks the law, it is nearly always caught on the camera network and reported to the guard force. Two guards are dispatched to apprehend the lawbreaker. These teams are trained and competent; chances are they will be able to bring a Sleeper into custody. They will not be bargained with, and are very no-nonsense about getting the job done.

Sleepers may be able to resist their arrest. They may be able to flee: depending on the infraction, the guards may simply mark it on the Sleeper's record to deal with the next time they break the law. If the Sleeper would run but you would like for them to be caught, the guard force NPCs can be brought in.

Alice Hazel (Delilah Heidrich) can use remote-viewing. This means that she has the ability to locate people and objects, and observe them through ESP. Like psychic GPS.
Tony DiNozzo (Thomas Anselmo) can supernaturally enforce trust between himself and strangers. This level of trust would wear off as soon as he leaves and is not necessary even if a character does resist.

Laws

While most offenses are very cut and dry, things we're all familiar with in our own world, there are two that require more explanation: insisting upon your dream life, and what counts as contraband. We should hope the rest of them don't need to be explained.

However, the law may not be as equal as it appears. Depending on the place or profession a Sleeper finds themselves stuck in, getting away with murder (or a bunch of other things) might not be so difficult...

Insisting on the "dream" life

General sense indicates that trying to live your dream life when the Caretaker wants you to live you "real" one will definitely get you into trouble. Using your dream name in public or giving it to strangers is not allowed. Not reporting to work could indicate that a Sleeper is insisting on the profession they had in their dream and get them in trouble. Telling others "lies" about oneself can result in trouble if conveyed with the belief that it is true, including ones' species or personal history that does not match the one given to a Sleeper as their City history.

Several offenses, or one long continuation of an offense, will incur criminal memory rehabilitation. These do not need to be related to the crime they are brought in for, but most definitely can carry that theme.


Possession of contraband

Contraband items include: cigarettes; alcohol outside licensed establishments; junk food; prescription medication; weaponry; [more to be added].


Punishments

Depending on the severity of the crime, some punishments may only be used after multiple offenses. Others are the go-to as the preferred method of immediately dealing with a crime. Please use discretion when choosing a punishment for your character; some punishments might be mixed together depending on the crime. (Theft and Murder are the most notable.)

Memory rehabilitation

Memory rehabilitation is primarily for infractions dealing with a Sleeper's dream memories. It's usually only used for the worst cases of lawbreaking like repeated uses of their dream name, rebellion against the Caretaker, murder, and anyone poking around the Cave too much for answers relating to their memories.

When taken for memory rehabilitation, characters will not remember much about the process. White rooms, buzzing in their head, and then unconsciousness until they wake up again in their own quarters with new thoughts swimming around. These can be as detailed as a single event, or something more abstract like a person in their lives or familiarity with their City name. It will feel as if they just remembered something that had slipped their mind — like the sensation of recalling where they put their keys or that the oven was left on.

Any memories given to Sleepers in this manner will temporarily override any conflicting canon memories. They will not feel out of place. Eventually the City memories will settle and begin to coexist with the canon memories, meaning they will have access to both simultaneously. The duration of this confusion is up to you: minimum is 3 days and maximum is 2 weeks.

Characters can be brought in for routine memory rehabilitation without committing a crime first. If you would like to play with a character confusing City memories for canon memories or simply shake them up a bit, use this:

For theft and other non-violent crimes, house arrest is the first punishment on the list. Characters are not allowed to leave their designated living quarters, but are still allowed to have visitors and to call others if they wish. House arrest can last anywhere from a single day up to a few weeks.

Solitary confinement

For certain crimes like murder and other aggressive acts, solitary confinement is the punishment of choice. Duration of confinement can vary wildly up to a single day to an entire month. (Severe length is usually restricted for characters on hiatus.) There are three levels of solitary confinement that are used depending on the severity of the crimes or repeat offenses.

The first level of solitary confinement is much like house arrest. The Sleeper is forced to stay in their living quarters, but unlike house arrest, they are not allowed any visitors and their phone is disconnected. A member of the guard force (usually Thomas Anselmo) will visit the Sleeper near the end of their confinement and talk with them about their crime and how things can change for them so they do not repeat it.

The second level puts the Sleeper a jail cell in the guard force's building. Once again, the only visitor will be a member of the guard force arriving to speak to the criminal about their actions and how to keep them from doing it again.

The third level is a small, empty room with a hole in the floor. There are no visitors whatsoever and food is given to the Sleeper through a slot in the door. This is the strictest of all of the punishments and the one given out the least. It's a last resort for criminals before undergoing heavy memory rehabilitation.

Restriction of rations

For smaller crimes such as petty theft and being out After Hours when not allowed, the Sleeper will have their rations restricted and portions reduced. Favorite foods will be removed or the normal rations will be replaced with pre-packaged food instead of the fresh supplies Sleepers usually receive.

Please note that rations will never be completely cut off from a Sleeper.

Okay, for real: Liam will be remembering his name as Owen Bates and Ken's as George Kardos. The natural feel of this memory means he won't remember the quirk of his dreams that he ever thought his name was different in the first place; even his "dream" memories will have that association until the duration is over. He'll still think the Cave is wrong, not his (un)life, the Workers are off their rocker, etc. Just, you know, names. People he does and should know (currently just Ken) will also have this name-replacement in his mind.

Memory to regain: The memories of John Gates's several months post-job loss, and the associated depression, will be slotted into Aziraphale's head. These memories will overwhelm his Dream memory of his time at the South Downs, 1990-1995, and wear off gradually between Thursday 18 and Friday 19. The sudden influx of these memories will cause a debilitating depression during this period. If that's legit. :)

Duration: April 24th to April 29th. Five days.
Did they resist? Token, the "get the fuck off me >|!!" sort without much else.
Memory to regain: A small series of events, wherein he visits his not-yet-boyfriend in the hospital after George lost his leg in the civil war skirmish. Just a bunch of slice-of-life things filled with worry and attempts by the both of them to keep from falling into depression until the prosthetics specialist could be reached.

His perception of the time frame in which this happened will be appropriately skewered. Although the memory will superimpose over Ken getting shot down in the war over fifty years ago, it will feel only like the four years previous to the Disaster that it was for Owen.

Did they resist? He resisted to some extent, but I'm not sure what that extent was. He wouldn't have tried to escape, but he might have thrown a punch. Then again, he might have just stared in his archangel way and been really intimidating and refused to budge an inch, so.
Memory to regain: He gets back an awareness and general knowledge of the surface landscape and geography as it was before the Disaster. No specific locations, but general area knowledge of climate/geography.
