Character name: Uther Doul
Fandom: China Mieville's Bas-Lag books, specifically 'The Scar'.
City life: In 'The Scar', he's pretty much a warrior monk and divides his time between mercenary work as a pirate (the violent, unsexy kind) and his scientific studies. In game, I think that he could mirror that by getting work in some sort of physical labour/security position and using that to fund his research.
Powers: Canonically, while it's never explicitly stated, it's hinted that he has power or inhuman knowledge of probability and probability manipulation.
Do you think they'll be active? He's not an out-going chatty sort of fellow, but he needs to be involved in things.
Do you think they'll participate in plot? Most definitely.
Why this character interests you here: I really enjoy playing Doul in settings that are skewed more towards prose, because so much of how I write him is based on body language, posturing, and he's not well suited to 'network style' chatter.
Potential concerns: Doul is not a nice man. When it suits his purposes, he can behave very well, but at heart, he will always do what he wants, even if it's to the detriment of others. Basically, I'm expecting some negative CR, if that's cool with everyone?

Character name: Njoki Rainmaker
Fandom: OC based in North African legend
City life: Back home, Ki worked two main jobs: during the day, she was an MA philosophy student and at night she was a rootworker specializing in the undead/fleshcraft.
Powers: A modified, low powered version of Vicissitude
Do you think they'll be active? Definitely. She's nosy and wants to get into things.
Do you think they'll participate in plot? It depends. As curious as she is, Njoki is a bit of a coward and wants to keep herself safe as a priority. So long as she's not on the 'front lines' of something horrid, Ki will be content to act as support.
Why this character interests you here: I like writing liminal characters that push boundaries and, I feel, Njoki does. In some ways, she's a legitimately frightening character, but at heart, she is a good person and wants to ease people's suffering. Also, I think it's important to include strong, female characters in roleplay.
Potential concerns: Dead people are gross. No, really, there's often a strong horror aspect to much of what Njoki does.
