Because they are a part of them (even if he wouldn't have them in XIII-2), we'd probably be okay with him having them even if he came from the latter point. Not to mention him having most elemental powers in exchange for none of the other specialties seeing as it is his specialty. No Medic, because "healing" isn't exactly an element where tradition is concerned.
TERRA Oh, here's a canon I know! Why not simply make Terra's power something like "dark-kinesis"? It doesn't quite fit with his keyblade, but it does fit in with other powers he obtains and his general story progression throughout all of BbS.
Note that his City job would likely be more something with the police or other protection-oriented employment, as the guard force is actually a Cave-only thing.
